President Aliyev,

Please accept my congratulations on your re-election as President of the Republic of Azerbaijan.

I, for one, recognize that Azerbaijan, under your leadership, has taken a very active role in increasing its support for the international war against terrorism. We appreciate the sacrifice of your military members and their families as they fight side-by-side with our American troops. As an ally of the United States, Azerbaijan has provided a vital transportation route for our military personnel serving in Afghanistan.

I also encourage you to continue your transformation efforts that have led to the prosperity of your country with its flourishing economy, strong international presence, and viable state institutions. As a leader in Arizona, I understand the importance of robust leadership in developing industry and new jobs, and commend your work in this arena.

After researching the history of your country, I was very impressed with the centuries-long tradition of tolerance and inclusion exhibited in Azerbaijan, including and impressive record of political involvement by women, high literacy rates, and a commitment to democracy. These characteristics have grown under your tenure as President, and I expect that your will continue to ensure that Azerbaijan is a model for other countries in the wider Caspian region.

Once again, congratulations. If you are ever in the United States, I hope that you are able to visit the Grand Canyon State.
