Ilham Aliyev participated in inauguration of new houses built in Yeni Novruzlu village of Saatly region

New houses were built for citizens whose mansions have been destroyed in territory of Yeni Novruzlu village of Saatly region as a result of natural calamity occurred in the aftermath of inundations caused by the Kura and the Araxes this April and May.

On November 1, Ilham Aliyev, the President of the Republic of Azerbaijan took part in the opening of new houses.

President Ilham Aliyev got familiarized with conditions created in individual houses and reviewed the plan of district as well as samples of materials used in the construction.

It was reported that in the aftermath of natural calamity, damages were made to 1028 houses and prejudices against 5479 residents in the territory of Saatly region. According to the instructions given by the head of state, it was decided to build new 269 stone made houses in the region. 178 out of that number are the houses completed in Yeni Novruzlu village.

President Ilham Aliyev was informed that the compensation in the amount of 998 thousand manats to be given to 916 families for prejudices made to their houses is about to be finalized. It was noted that the total area of newly built houses is 13 thousand 751 square meters. This exceeds the needed area by 3 thousand 400 square meters which will be used for residents whose brick made obsolete houses were destroyed by inundations.

According to the instructions by the head of state, 178 houses were constructed in the territory of 36 hectares in Yeni Novruzlu villages during short period of time. There are 104 two rooms, 71 three rooms and 3 four rooms houses among newly built mansions. A modern infrastructure network was created here which envisages a new water supply line and 2 water storage basins to provide potable water to houses. The houses are provided with power supply and smart card readers. Renovation and greening work was carried out in the village. Kindergarten for 50 children and boarding schools, medical center, club, library, post office, electronic phone systems office and other administrative buildings were constructed here.

President Ilham Aliyev met with district residents and congratulated them by saying:

- I greet you wholeheartedly. I congratulate you sincerely on the occasion of opening of new and beautiful houses. All conditions are created here for living. Nice houses were built here. I have just toured them. There are very spacious, comfortable stone made houses. There is also a school. All conditions are there. Everything is in place for a comfortable and normal living. Of course, these houses cannot be compared with previous ones. You know for sure the status of previous houses. The larger part of those houses was made from bricks which caused their collapse as a result of natural disaster. But, new houses are constructed in appropriate manner. Quality materials were used for these comfortable stone houses.

There was nothing in this area. This was an empty territory. A nice settlement is built here now. There are 178 houses built here. This is a large living district. We managed to create all these things in the shortest period of time. It took just several months to build a new large living district. As I was informed, 90 percent of all envisaged houses were already built in the region of Saatly. Construction work still goes on. You can see how large was the work done during several months. Construction and renovation work is progressing not only in Saatly region, but also in all other regions which suffered from mud torrents and inundations. There are just 4-5 months passed since the natural disaster. Projecting of these settlements, supply of construction materials, mobilization of labor force and the realization of high quality construction work are the issues which require big efforts and professionalism. I have promised to complete the larger part of this work till winter time, and today, we are witnessing its results. Weather is still good and warm, but houses are built already.

Construction work is still underway. There is still some amount of construction and renovation work to be carried out in several fields, and I hope that all tasks envisaged by us will be fulfilled. This is a big project. The construction of houses in all regions across the country is a issue which require big efforts. Over three thousand houses are either collapsed, destroyed or came to the dangerous status in the aftermath of natural calamity. As I said, the large part of these houses was made of bricks with no quality. As water is absorbed by walls, they came down and got flattened. People were left without any living conditions. Compensation was paid to people. We provided temporary living shelters for them. All ths work – rescue and construction operations were carried out in the short period of time. All obligations assigned by me at the session I held in May were fulfilled. People were rescued. There was no single case of loss. Conditions were created for temporary living. Food supplies, medical assistance have been provided by the government. Educational issues were solved here. Some persons were sheltered at schools. Others were provided with places in temporary tent camps. Afterwards, construction and restoration work has started here. We see its results already. Some hours before, I was in Hajigabul to see the completion of construction of new houses. Today, the same ceremonies are taking place in Salyan, Sabirabad, Saatly and Imishli regions. I am very pleased to observe it. Today, I feel very happy that we have achieved these results. As usual, the Azerbaijani state extended its care and support to its citizens and did not leave them alone in times of hardship.

Today, these beautiful houses have all conditions for living. I am confident that people will live here happily. Children studying at this school will do a great work for their Motherland in the future, become the descent citizens of their country and advance our Azerbaijan. Today, out state is able to perform a great deal of work. The natural disaster has demonstrated this ability. We would wish so much not to have this calamity occurred and avoid so many sufferings to people because they have lost their houses and properties. However, this has happened. This is the caprice of nature. But, this became a test for all of us. The challenge for all: the state, public agencies and the people. All of us have passed successfully this challenge. People did not retreat, demonstrated their courage by surviving those difficult moments and fulfilled their civil obligations.

In its turn, the state extended all necessary attention and care to people and promised that these men and women will be provided with everything at the higest level. Now, look at these houses built here. It is not even possible to compare it with previous ones. It is hundred times better, comfortable, high quality and vast than those existed before.

These developments, I said it already and wish to say it again were very difficult, but also very important for us. How Azerbaijani people and state found a way out of this disaster!? Everything was done on our own. No assistance came from apart. It is true that we have been receiving requests from those who wanted to help us. I expressed our thanks and said that we are able to perform all work alone. That’s how the story goes. I congratulate you on the occasion of such a remarkable day. This day will remain in history. This is the day of strengthening Azerbaijan’s triumph and victory. We have managed to do it. I am confident that we will be able to do more work in the future. All people in Azerbaijan should live comfortably in the conditions of prosperity. There should be jobs to increase their incomes. All infrastructures should be in line with world standards. We are striving for that and achieve it. I congratulate you once again.

President Ilham Aliyev: - Thank you, I am grateful to you. It is true that the measures are undertaken for the development of the Saatly region. Everything is on right track in this region. I keep always the work carried out Saatly in the focus of attention. Repair of Central Hospital in the region as well as the construction of highway will stimulate significantly the development of this region because the modern infrastructure created both for the resolution of social issues and making the life of people easier are fostering our economic possibilities and creating new environment for people. I was informed that the direct and comfortable communication will be organized between people in remote villages and the town center after the construction of a new road. There thousands of citizens living here. However, the road is in the worst state. Additional resources were allocated from the reserve fund of President because this money was not envisaged in the state budget. It is true that the year is about to end and the state budget for next year is ready. We could wait and say that a new year starts after two months and then we will allocate funds. But, we should wait for the end of year. If today and these months we can do it, why should we lose time? We have to do everything they need. Strong infrastructure, social facilities, schools, hospitals and roads are being constructed in each region. These are the current realities of Azerbaijan. As the President, I am striving to speed up this work at any corner and ensure progress and development everywhere and improve the lifestyle of people. This is my duty as President and as a citizen.

This year, natural calamities such as fires, inundations, torrents, earthquakes have occurred in various places of the world and all continents, if we can say so. Many people perished in such cases. We did not have any single loss. Why? This is explained by the fact that we have done all work timely. We performed all work on our own without getting assistance from any side. This demonstrates once again that the Azerbaijani state disposes all resources, will and policy because the policy is not a simple business of delivering speech, promise and talk about something. Policy consists of concrete work. Look at this school, house or road… this is the policy. I perceive the policy this way.

As far as the foreign policy is concerned, of course, diplomatic efforts are being paid and the positions of Azerbaijan are strengthening. Azerbaijan managed to strengthen significantly its positions in the regional and global levels. But, what ensures our successes in foreign policy? Our work at national level. If domestic work is not done at appropriate level, foreign policy of any country cannot be successful. Economy based upon strong basis inside the country, social prosperity, development, stability and unity between people and the authorities are the factors which foster our international positions. As far as domestic work is concerned, I can say once again that I am trying and will try to ensure a better life for Azerbaijani people and find solutions for all issues in Azerbaijan. I will do my best to perform good work at all fields such as social, economic and cultural ones. We envisage buildings, houses, highways and parks. We observe this great work in the improving image of our cities which become more and more attractive. This work is carried out also at the high level in Saatly region.

I would like reiterate that today such settlements are being established in various regions of Azerbaijan. Various houses in some regions or settlements alike are being constructed in some regions. Starting from this morning, this is already the third region that I visit. Afterwards, I will go to Imishli. I wish to see all this work with your own eyes and join you on this remarkable day.

Today is the historic day. Today is the victory of young and independent Azerbaijan because we have demonstrated our force in spite of this big natural calamity. Azerbaijani people have been mobilized fully. Assistance came from all regions. Civil servants, citizens and representatives of various agencies have been working tirelessly day and night to alleviate sufferings of people facing hard conditions. Today when I see this splendid development and these attractive houses, I feel joyous. I congratulate you once again and wish you good health and successes. Thank you.

Afterwards, President Ilham Aliyev studied the General Plan of 178 houses being constructed at the places of individual mansions inundated in Novruzlu, Dallar, Narimankend and Musaly villages in the aftermath of inundations of the Kura and the Araxes and spillover of Sarisu lake in the territory of Yeni Novruzlu village of Saatly region.

Head of state got familiarized the secondary school for 132 pupils in Yeni Novruzlu. It was reported that the school is provided with all necessary equipment, educational books, computers and manuals. Refurbishment work was carried out in the territory of school.
