At the present stage, when the Republic of Azerbaijan is developing dynamically, the process of democratization is gradually deepening and every sector of society is renewing, the creation of a more secure environment for the productive activities of the media is one of the major issues facing the state. In recent years, the amount of state assistance to the national media has significantly increased. Full support has been provided to media outlets and individual journalistic projects. Consistent measures have been implemented to strengthen social protection of the media. In accordance with Decree No. 1041 of the President of the Republic of Azerbaijan "On measures to strengthen the social protection of the Azerbaijani media" dated 22 July 2010, a 17-storey two-entrance and 156-apartment building has been built and placed at the disposal of journalists.
Governed by Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan, given the positive experience of the measures carried out in the Republic of Azerbaijan in the area of strengthening the social protection of the media and in order to continue the work ongoing in this direction, I hereby resolve as follows:
1. In connection with the improvement of housing and living conditions of Azerbaijani media and the construction of another house for them, to allocate an initial 5.0 (five) million manats from the Contingency Fund of the President of the Republic of Azerbaijan envisaged in the state budget for 2013 to the Fund of State Support for Mass Media under the President of the Republic of Azerbaijan.
2. To task the Ministry of Finance of the Republic of Azerbaijan with ensuring the funding in the amount established under Clause 1 of the present Order.
