Order of the President of the Republic of Azerbaijan on preparation of the “Azerbaijan 2020: looking into the future” Development Concept

The reforms carried out in our country in the recent period have contributed to positive results in all areas. Over the years, especially in the last decade, Azerbaijan has achieved macroeconomic stability and rapid economic growth, made substantial progress in reducing poverty and improving the well-being of the population. Along with this, extensive opportunities for the future development of our country have been created by the establishment of free market economy institutions and the adoption of an economic model based on entrepreneurial initiative, improvement of the economic and social infrastructure.

Azerbaijan is now entering a new phase of development. The main objective of this phase is to form a diverse, efficient and innovative economy, ensure a rapid development trend in the social sphere, raise people’s well-being to the appropriate level of advanced international standards and achieve further successes in the development of science, culture and all areas of public life.

Governed by Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan and with the aim of identifying goals and directions for the future development of Azerbaijan, I hereby resolve as follows:

1. To consider it expedient to prepare “Azerbaijan 2020: looking into the future” Development Concept covering a period until 2020.

2. To task the Administration of the President of the Republic of Azerbaijan with exercising overall supervision over the preparation of the draft Development Concept mentioned in Clause 1 of the present Order and to provide it with necessary organizational and coordinating authority.

3. To task the Administration of the President of the Republic of Azerbaijan with the following:

3.1. preparing and submitting to the President of the Republic of Azerbaijan for approval the draft Development Concept before the end of 2012;

3.2. while preparing the Development Concept:

3.2.1. to ensure the involvement of relevant state institutions of the Republic of Azerbaijan, research organizations and qualified specialists;

3.2.2. with the aim of using the best practices in this sphere, to take necessary measures to engage in productive cooperation with the United Nations Development Program and other international organizations;

3.2.3. to ensure participation of civil society institutions and take relevant measures to put the draft on open debate;

3.3. to keep the President of the Republic of Azerbaijan informed of progress in the preparation of the draft Development Concept on a regular basis.

4. To task the Cabinet of Ministers of the Republic of Azerbaijan and heads of relevant state institutions with taking necessary measures in accordance with their activity directions in preparing the draft Development Concept mentioned in Clause 1 of the present Order.
