Governed by clause 23 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby resolve as follows:
To decorate President of the Republic of Bulgaria Georgi Parvanov with the Heydar Aliyev Order for his special contribution to the development of the relations of friendship and cooperation between the Republic of Bulgaria and the Republic of Azerbaijan.
