Guided by paragraph 22 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby decree that:
Lapshin Alexander Valeryevich, a citizen of the State of Israel, born in 1976, who was sentenced to imprisonment by the Baku Court of Grave Crimes on July 20 2017, shall be pardoned.
This decree is effective from the day of its signing.
