President Ilham Aliyev participated at the opening of Medical Center in the framework of his visit to Fizuli region.

Ilham Aliyev participated at the opening of a Medical Center in Horadiz city

President Ilham Aliyev addressed the personnel of Center by saying:

I congratulate you. A nice Medical Center is created. Two years ago, I have studied the construction here. Today, it is ready. This nice, attractive and large Medical Center has a tremendous importance. As medical works, you know it for sure. Such centers are necessary to extend high level medical assistance to people. You know that currently, diagnostics and medical treatment centers are under construction in various regions. I would like to see also the same attractive and modern center in Fizuli. This is very important. It is important for all who live here. This is need for our Azerbaijan.

I have noted that all these lands were under occupation. Armenians have occupited these areas. Then Azerbaijani Army liberated these lands, and reconstruction and refurbishment work has started. Of course, we had financial difficulties at first stage. Our capabilities were not so significant. But, Azerbaijani state used to spend everything to launch the reconstruction work here. In current conditions, we have financial possibilities. We should complete this work and did so.

Before occupation, Fizuli did not have such a nice hospital, a splendid sport compound or the Mugham House that I inaugurated today. All of theme are the best architectural examles. I know that when I was studying the construction here last time and still today, I was reported that the most modern equipment is installed here. Of course, now I will look at that. Any equipment used in main cities of developed countries is also present here. They have here a gynecology and dialysis departments. Where people with kidney problems should have to go? Either to other cities or they were left without any treatment. Now, they will get a treatment here. Even for one single patient, we have to create conditions here because now this disease is curable. There are some diseases that doctors are helpless to cure. But, there are illnesses which can be treated. Simply to say, there is no drug or equipment. Now, there is everything.

The creation of gynecology department is also very important here. Child mortality level in Azerbaijan is decreasing in general. Always, this was a big problem for us. Veteran doctors know that under Soviet times, unfortunately, this indicator was high in Azerbaijan. But, now, the conditions are created. We conduct awareness campaign. We help gynecology departments, bring in modern equipment and help doctors to get experience. This problem which is very significant for us finds its resolution. It means that all conditions are present here. As far as doctors and medical employees are concerned, they should take care about patients. I am confident that this will go that way. It is nice to work in such good conditions. The external design of this Center is also very attractive.

LOCAL RESIDENT: Your every visit to our region is a holiday and an innovation for us.

President Ilham Aliyev:

For example, today, I participated at three nice opening ceremonies – this splendid hospital, Mugham House and Sport Compound. These facilities have public, social and cultural character. Investments made to the construction of these facilities are not the investments made to the economy to await some incomes tomorrow. Not at all. These investments will require more funds in the future because the treatment will be free here and Fizuli region residents should know about that. They should come and pass the diagnostics. Each citizen, I reiterate and I declare it at the opening of all hospitals, should get an assistance. However, it is such an issue that becomes better when you keep repeating it. Each citizen should come here at least one time per year and apply to these treatment centers and get a free of charge treatment and should know his health status. He should know what is to be done and which treatment should be extended? Here, of course, everything will be free of charge. For this reason, additional resources are needed. Sport Compound and Mugham Center are not lucrative facilities. What income can be generated there? Simply to say, we have created conditions for local children and the youth. It means that these investments are the investments made into human capital, and Azerbaijani state does not have any commercial interest. For example, investments made for roads, factories, plants will return of course. But, there investments are not such type of investments. It is purely social work. We fulfill this work to enable Azerbaijani citizens to benefit from such nice opportunities at each place and region. Azerbaijani citizens deserve it. The best world experience should be applied and brought here. Currently, we achieve it. I would like to congratulate you once again and wish you successes.

President Ilham Aliyev: Yes, that day will come. Even better hospitals and buildings will be constructed in Fizuli city. Refurbishment of Horadiz city is already an example for all of us because it shows that it is possible to create the same good conditions also in the lands liberated from the occupation. We have done it. Azerbaijani people has done it thanks to the capabilities of Azerbaijani state. It shows that today as our lands which are under occupation today will be liberated, and even better conditions will be created at those places. We will surely restore the city of Fizuli.

President Ilham Aliyev cut the ribbon signaling the opening and studied the conditions created in the Medical Center.

The ground floor of this Center exhibits photos reflecting attention and care of great leader Heydar Aliyev and President Ilham Aliyev extended to the development of healthcare.

SOCAR President Rovnag Abdullayev informed that the construction of Medical Center started in February 2008. The center is located at the area of 1.5 hectares. The first floor locates gynecology, hemodialysis and X-ray diagnostics sections and reception. The second floor has the consultative diagnostics, administrative and surgeon in-patient sections, conference hall equipped with live surgeon watch facility and laboratory. Operations section, anaesthetic and resuscitation departments, intensive care rooms are located at the third floor. Computer tomography, X-ray, ultra sound scanning, ophthalmology and stomatology rooms are also available at the Medical Center. Due to the near location to the frontline, the medical center has two helicopter pads as well as canteen, boiler room, laundry service, power substation and two special living buildings for doctors seconded here temporarily.

The center built near highway adjacent to Boyuk Bahmanli village of Fizuli region will be used also by residents of all neighboring districts.
