Ilham Aliyev attended the opening of the Heydar Aliyev Center in Siyazan

President of the Republic of Azerbaijan Ilham Aliyev has attended the opening of the Heydar Aliyev Center in Siyazan.
President Ilham Aliyev was informed that the area where the center is located is one of the favorite places of Siyazan city residents. There are suitable conditions for the recreation of local residents and visitors here. The extensive reconstruction, landscaping and planting work carried out have turned the place into one of the most beautiful parts of Siyazan.

It was noted that the Centre primarily demonstrates the reverence of the people of Siyazan for the brilliant leader. The establishment of the Centre also plays an important part in promoting and studying the rich and diverse heritage of the great leader. The photographs and other exhibits displayed here show again that Azerbaijan's transition from a period of decline to an era of development and current progress, as well as the growth of its international authority, are associated with the invaluable merits of nationwide leader Heydar Aliyev to the motherland and the people. The Heydar Aliyev Center, built on the avenue named after the great leader, imparts further beauty to the city.
It was mentioned that the three-storey center has 14 rooms. Its construction, based on a modern design, started in January and was completed in July 2013. The total floor area of the Center is 1,200 square meters. It demonstrates books, photographs, diplomas and other documents describing the life and activities of world famous politician Heydar Aliyev. The photographs reflect his childhood, adolescence and college years, as well as trips to Siyazan during his work in the Committee of State Security and as First Secretary of the Central Committee of the Communist Party of Azerbaijan. The Center also has pictures describing Heydar Aliyev’s visits to Siyazan in the capacity of First Deputy Chairman of the USSR Council of Ministers and the President of the independent Republic of Azerbaijan.
It was noted that the Center also has a photo stand describing the visits of President Ilham Aliyev to Siyazan. On the first floor of the building there will be a museum and a carpet weaving club. On the second floor there is a conference room, design and painting studios, and an exhibition hall. An internet club, a library and foreign language courses are available on the third floor.
After reviewing the Center, President Ilham Aliyev met with representatives of the local public.
Greeting the ceremony participants, President Ilham Aliyev said:
- Today we are celebrating the opening of the Heydar Aliyev Center in Siyazan District. It is a great event and a beautiful center. This is a new center. It has a beautiful exterior. The interior design is also at a high level. I am sure that the Centre will be a great gift to the people of Siyazan District, as it will certainly host different events and at the same time study the political legacy of the great leader.
In May of this year we celebrated the 90th birthday anniversary of the great leader. We can see again that as a result of the activities of great leader Heydar Aliyev, Azerbaijan has literally become an independent state. At the same time, in June of this year we celebrated the 20th anniversary of the Day of Salvation. The Day of Salvation is a watershed because developments in Azerbaijan were going in a negative direction until then. The first years of our independence were very difficult. Unpleasant phenomena were practically not suppressed. On the contrary, they were encouraged. But after the return of great leader Heydar Aliyev to political power in Azerbaijan, all adverse events were stopped and Azerbaijan confidently embarked on the path of development.
Twenty years have passed. These have been the years of development and creation. Over the years Azerbaijan has made great strides. The country is moving in a positive direction. In the past 10 years Azerbaijan has developed at an unprecedented rate in the world. Twenty years ago we were at the beginning of this development, and the political experience of the great leader, his knowledge, courage and outlook facilitated the development of Azerbaijan. Twenty years ago there are different approaches and opinions about the way in which Azerbaijan should develop. The greatness of Heydar Aliyev is that he chose the right direction and gave an impetus to the development of Azerbaijan. The policies towards international cooperation, domestic processes and economic reforms are continuing today. At present, Azerbaijan is a country enjoying a great reputation in the world. We are actively involved in the most influential international organizations. Today, the Azerbaijani economy is growing and our regions are developing. We see this development in every area. It is manifested in statistics. At the same time, people can personally see this development.
The state program on the socioeconomic development of regions is also a very important tool in our common cause. By the end of this year the second state program will be completed. Next year we will adopt the third state program. But the main infrastructure projects in the regions should be implemented before the end of the year.
A lot has been done in Siyazan District in recent years. We have issued appropriate instructions regarding the development and modernization of the district. Infrastructure projects are implemented and roads built. Earlier, the road to the north passed right through the center of the city, which was causing inconvenience. The new road certainly creates new opportunities. At the same time, it is comfortable for city residents. As far as I know, transit trucks no longer drive through the center of the city. They shouldn’t in any case.
Today we are celebrating the opening of this beautiful center. And then we will celebrate the opening of a Youth Center. I can see that it is also a beautiful building. At the same time, we have celebrated the implementation of a water supply project. This is also a very important project for each region and district. I am glad that a water supply project has already been implemented in Siyazan. According to my information, meters will soon be installed and the water line will be connected to the network. Thus, round-the-clock water supply to the city of Siyazan will be ensured. This is a truly large project which has great social significance. Drinking water is crucial for human health, and such projects are implemented throughout the country. The implementation of a water supply project in Siyazan has caused great joy, of course.
In the coming years, additional measures will be taken for the development of the district. We should take further measures to increase employment even though according to the information provided to me, employment is not too much of a problem now. There is a large poultry farm here. This farm was also built in the Soviet time thanks to the efforts of the great leader. At that time, the factory was delivered from Hungary for hard currency and constructed in Azerbaijan. This factory is still in operation. I am told that it employs more than 2,000 people. There are people working for the oil company and in the private sector. On the whole, Azerbaijan is successfully resolving employment problems and, of course, this problem should be resolved even more effectively in the regions. Unemployment in major cities has practically been eliminated. In districts it is still there, and this issue should be at the center of attention. In short, in the example of Siyazan we can see the development ongoing in Azerbaijan in recent years. We have specific plans for the coming years as well.
There are plans to allocate additional funds for the future development of the district so that things could go even faster here and all the issues of concern could soon be resolved.
Among them, of course, infrastructure projects and gasification are a priority. Gas supply has reached almost 100 per cent. There is also a water supply project. Today we celebrated its opening. Some of the problems associated with electricity should also be resolved. The construction of rural roads, the creation of jobs, the establishment of public places and parks! In other words, we have a comprehensive approach to these issues. I am confident that we will meet many more times in the years to come, as there will be many more opening ceremonies like this.
