With the aim of ensuring all-round development of the youth and its active participation in public life, and governed by Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby resolve as follows:
1. To establish a Youth Fund under the Ministry of Youth and Sports of the Republic of Azerbaijan.
2. To approve the Regulations of the Youth Fund under the Ministry of Youth and Sports of the Republic of Azerbaijan (attached).
3. To set up a staff of the Youth Fund under the Ministry of Youth and Sports of the Republic of Azerbaijan comprised of 10 people.
4. To task the Cabinet of Ministers of the Republic of Azerbaijan with the following:
4.1. to prepare proposals on aligning the regulatory acts of the President of the Republic of Azerbaijan with the present Decree and to submit them to the President of the Republic of Azerbaijan within a period of three months;
4.2. to ensure that regulatory and legal acts of the Cabinet of Ministers of the Republic of Azerbaijan are aligned with the present Decree and to inform the President of the Republic of Azerbaijan about this within a period of three months;
4.3. to resolve the necessary financial, material and technical matters associated with the establishment of the Youth Fund under the Ministry of Youth and Sports of the Republic of Azerbaijan;
4.4. to resolve other matters arising from the present Decree.
