Ilham Aliyev reviewed the Gazakh cement plant under construction

President Ilham Aliyev has reviewed the Gazakh cement plant under construction.

It was indicated that due to the successful implementation of the “State Program on the socioeconomic development of districts of the Republic of Azerbaijan in 2009-2013”, the scope of work in the construction sector, as is the case as in all the industrial sectors in Azerbaijan, is increasing every year.

Therefore, the demand for building materials, cement in particular, has been steadily growing. Currently, cement production in our country does not meet demand. With this in mind, design work has been carried out on the President’s instruction since 2007 and the construction of a new cement plant started in Gazakh District in March 2010.

It was indicated that a significant portion of the work at the Gazakh cement plant, covering an area of 56 hectares, has already been completed. It is carried out by the “Industrial, Construction and Investment Corporation Accord” OJSC and the “International Bank of Azerbaijan” OJSC. The plant will have a capacity of 2,500 tons per day and 1 million tons per year. The process will be dry and be based on modern technologies.

President Ilham Aliyev reviewed the high-tech equipment used in the management of the plant.

It was mentioned that the equipment facilitates centralized management of the plant by means of computers. At the same time, it enables the plant to fully meet safety standards.

Then the President examined the general plan of the plant, the stands describing the process and a layout of the enterprise. President Aliyev was informed about the production process.

It was noted that after the commissioning of the Gazakh cement plant will help reduce cement imports to Azerbaijan by 30 per cent. The flow diagram and the master plan of the enterprise have been developed by the “AzerDovletMashLayihe” institute. Engineering consulting has been provided by the Turkish company SC Industry A. Ş. Construction is carried out by relevant departments of the “Industrial, Construction and Investment Corporation Accord” OJSC and other Azerbaijani construction and assembly companies. The Chinese company Sinoma has been contracted to perform work requiring special expertise.

In order to meet the long-term demand of the enterprise for raw materials during cement production, an area of 287.5 hectares has been allocated to it. A total of 4,033 tons, i.e. 95 per cent of process equipment, has been imported and is stored at the plant. The Mingachevir and Khirdalan plants of “Accord” have been ordered to manufacture 5,500 tons of non-standard metal structures and their production has already begun. Thus far, 2,800 tons of metal structures have been manufactured and shipped to warehouses. The plant is comprised of 44 buildings and installations. Of these, 26 are main buildings and 18 are ancillary facilities. Eighty per cent of the construction on the process line and non-production facilities has been successfully completed.

According to the feasibility study, considering the plant’s mining, transport and other infrastructure, the enterprise will employ almost 650 people. According to the personnel strategy of “Accord”, 80 per cent of employees will be selected from Gazakh and surrounding areas.

Many of them will be sent to Turkey and China as part of a training program. A six-storey four-star hotel with 75 rooms, covering an area of 3,700 square meters, is to be built for engineers and workers. It will have a modern and fully equipped three-storey and 250-seat canteen, a five-storey office building, a medical clinic and a playground for children.

It was indicated that according to the project requirements, relevant state agencies provided the specification for the infrastructure. Projects have been drafted in accordance with that. Construction and assembly work at such facilities, including the construction of an 8-km highway, an 18-km railway, a 14.2-km long outside water pipeline, a 26-km high-voltage power line, an automated gas distribution station, a dam for debris flow and an irrigation canal, has already started. This work is progressing fast.

It was also mentioned that an environmental and social impact assessment of the project has been carried out and the conclusion reached that it complies with national environmental regulations. In order to process domestic and industrial water, a modern bacteriological treatment plant with a capacity of 100 cubic meters per day is under construction.

According to the plan, the plant will be ready for the production of cement in September 2012, while the production of clinker is scheduled for April 2013, when the construction is due to be completed.

The President praised the work done and gave relevant instructions and recommendations.
