Khojavend district is located on the border with Shusha district. The district, which was mentioned in the tax books of the Garabagh Province in 1823, was established in 1991. The Azykh and Taghlar caves, the country's world-famous archaeological sites, are located here.

On October 2, 1992, Khojavend district was occupied by Armenia. During the occupation, the Armenians attempted to change the ethnic affiliation of the district’s Albanian and Christian sites to Armenian.

By November 10, 2020, Hadrut settlement and 34 villages of Khojavend district were completely liberated from occupation. As a result of local anti-terrorist operations conducted on September 19-20, 2023, the district, including the city center, was completely liberated from occupation. Today, September 20, is celebrated as the Day of the City of Khojavend in accordance with the Decree of the President of the Republic of Azerbaijan “On the Establishment of City Days in the Liberated Territories of the Republic of Azerbaijan”.

As part of the reconstruction and restoration efforts carried out under the leadership of President Ilham Aliyev, the "Hadrut" Junction Substation and the Digital Control Center have been commissioned in the Hadrut settlement of the district.

Consistent and purposeful efforts are being carried out by the Azerbaijani state to restore religious and historical monuments in the liberated territories in accordance with their original appearance, as well as to construct new mosques. As a result of these efforts, the religious heritage of the region is being revived, places of worship are once again made available to the public, and national and spiritual values are being restored. One of the vivid examples of these initiatives is the newly built mosque in the Hadrut settlement of the Khojavend district, the opening of which was attended by the President of the Republic of Azerbaijan.
