Guided by Item 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I take the following decision:
Nigar Aydin Cemal is awarded with the Honorary Diploma of the President of the Republic of Azerbaijan for the victory gained in Eurovision-2011 Song Contest.
